On June 20, 2023, the Vermont Legislature overrode the governor’s veto and enacted H.217, omnibus early childhood education legislation into law.
Lawmakers, advocates, children, and families celebrated the enactment of the new law at an event in front of the Statehouse where Vermont children signed the legislation.
Vermont ranks fourth in child well-being, according to the 2023 KIDS COUNT® Data Book, a 50-state report of recent household data developed by the Annie E. Casey Foundation analyzing how children and families are faring. However, state senator Ginny Lyons noted that Vermont was at the bottom of the rankings in terms of affordability prior to the new law.
Sen. Lyons, “This bill is going to make a radical change. It’s going to improve access, It’s going to improve affordability.”
