2018 AHA Colorado Voter Guide

The Colorado American Heart Association has taken a stance on a number of ballot initiatives across the state for the November 6, 2018 election. See below for information on ballot initiatives critical to the health of Coloradans and why we are supporting or opposing them.

STATEWIDE BALLOT INITIATIVES

Proposition 110: SUPPORT

What: This initiative, "Let's Go Colorado", would implement a .62% sales tax increase (6 cents on $10) for 20 years to raise $767 million a year for transportation and allow $6 billion of bonding for statewide transportation projects. The new revenue will be divided for multimodal transportation (includes bike lanes and sidewalks), city and county priorities, and state projects.

Why: We support this measure because it will help improve health equity in our communities by increasing opportunities for people of all ages and abilities to move safely and conveniently where they live, work, and play.

 

Proposition 109: OPPOSE

What: This initiative, "Fix Our Damn Roads", would authorize the state to take out $3.5 billion in bonds to fund statewide transportation projects including bridge expansion, construction, maintenance, and repairs. It would require that the state repay the debt from the general fund without raising taxes.

Why: We oppose this measure as it does not address a critical piece of transportation infrastructure, multimodal transportation. Without addressing funding for bike lanes and sidewalks, proposition 109 ignores the health and safety of people of all ages and abilities to move throughout their communities. Further, without a new revenue source, state resources currently allocated to critical needs, like health care, would have to be reallocated.

AVON BALLOT ISSUE 2B

Ballot Issue 2B: SUPPORT

What: This initiative would increase the cigarette tax by $3 per pack and create a new tax of 40% on the sales price of all other tobacco and nicotine products.

Why: We are supporting this measure because smoking is the number one preventable cause of death nationwide—it will claim the lives of more than 480,000 Americans this year alone. In Colorado 7% of high school students smoke, 2,200 kids (under 18) become new daily smokers each year, and 25.7% of cancer deaths in Colorado are attributable to smoking. Increasing the tobacco tax is a proven solution to substantially decrease tobacco use for youth and adults.

BOULDER MEASURE 2D

Measure 2D: SUPPORT

What: In 2016 when Boulder voters passed the sugary drink tax on distributors, the city estimated revenues to be lower than they actually are. As part of the Taxpayer Bill of Rights (TABOR), voters must now pass 2D to allow the city to continue to use the overestimated funds for community programs. These funds are currently supporting things like fresh fruits and vegetables for families with lower incomes, sport programs for kids, community gardens at preschools, health promotion at community clinics, access to bikes, and healthy meals for seniors and those with disabilities.

Why: We are supporting this measure because every child should have healthy foods and drinks at home. These funds are helping to invest in important community-based health programs that support the health of families, especially those that are less likely to have access to such programs.

DENVER ORDINANCE 302

Ordinance 302: SUPPORT

What: This initiative, "Healthy Food for Denver Kids", would implement a .08% sales tax increase (less than a penny on $10) to provide millions in funding for healthy food and food education programs in Denver over a ten year period.

Why: We support this measure because increased access to healthy food contributes to better eating habits and good health, including decreased risk for diet-related disease like diabetes and heart disease. This program will also be good for the economy with potential for new jobs, create markets for farmers, and to lower health care costs.
